As the impact of climate change increases! adaptation to its impacts is slowly rising on the multilateral agenda. One reason for the lack of attention to adaptation is the lack of a specific target! such as the often-cited 1.5°C temperature threshold.
A Global Adaptation Goal (GGA) is included in the Paris Agreement! but eight years Adaptation emerges of negotiations have not made significant progress in defining it.
At COP28 countries finally agreed on a common framework for this goal
However! the framework lacks specific! measurable targets against c level contact list which progress can be assessed. It also does not include financing and technology transfer! so it is unclear how adaptation activities will be implemented.
Negotiators are working to refine this baseline by 2025! and discussions will continue at COP29. However! the adaptation Adaptation emerges needs of vulnerable countries cannot wait! and these countries are keen to see the target become fully operational as soon as possible.
Adaptation financing is a core part of the NCQG. While this issue is not as contentious as the issue of loss and damage! it will still be difficult for negotiators to agree on financing that matches the scale of the need. Approximately $360 billion is addition! we are considering proposals needed annually for adaptation! compared to about $18 billion that was available in 2019.
For fossil fuel producing countries like Azerbaijan
Adaptation also offers a safe zone where climate change mitigation requirements that require phasing out fossil fuels can be avoided. Therefore! Azerbaijan and its Troika partners may be interested in putting adaptation financing at the center of attention.
